Why do you want to do that? There is only one reason i can think of: you have bought account from some other player and want re-register it to yourself.

So, We have one copy of GW 2 with one cd key and we have 2 arenanet accounts, one with the gw2 cd key registred on and one with Gw 1 cd key registred on.
The question is: if my brother delete his account can i use his cd key of GW 2 on my account?

If he is your brother – cant you just play with his account?

Quoted from User Agreement. I am going to say the answer is no. Your brother is not even suppose to give you the key even if he is not going to play it anymore.
