I’ll try to be brief here…
Developers promised here that duplicate exclusive dyes will be refunded after the 15th patch. I followed all instructions and logged into ALL of my characters several times between the given dates.
I didn’t receive any, so submitted a ticket. The response I received to this first ticket was a more dragged out “we’re too busy to deal with you right now”.
I submitted another ticket a few days later … “this needs further investigation”, no reply to this even now.
I got fed up of waiting for one after a week, so submitted a THIRD ticket on the matter, I got the reply “I’ve forwarded this to appropriate staff for investigation”. No response AGAIN.
Finally, I sent a 4th ticket recently. Apparently all items were refunded but I didn’t receive them. Currently waiting on a reply for a ticket to resolve this.
Anybody in this same boat as me, who are eligible for a refund, are not getting it, but have apparently already received?

You should not submit duplicate tickets for the same issue, as it only slows down the process. Close out the duplicates and only update your original.

Also, if you were told that the items were refunded, yet you did not receive them, then it is possible that your in-game mailbox is full and you cannot receive the mail containing the dyes. Try to clear some mail from your mailbox to allow the mail containing your refunded items to be delivered properly.
Support has also been really swamped lately with multiple accounts being hacked as well as a larger that normal volume of refund requests coming in, so it might take them some time to get around to it. I had submitted a refund request for an outfit, and it took them quite awhile to process it, but it was eventually done.
You should have received mail containing unidentified dye, which would be the refund. Have you checked your mail? Did you make sure you have less than 10 messages in your inbox?
Opening tickets over and over after they stated, “Please wait and we will get to it”, is just slowing the entire process down for everyone. Certainly posting here is a waste of bandwidth as we are NOT support.
Reply to the original ticket, don’t open a new one.

Yes. Duplicates are bad. I also agree that a full mailbox is a likely culprit for not receiving the unidentified dyes.
Close duplicates with a note that you do not need help on that ticket, but will wait for help in Ticket No. ######.
