Farming WvW tokens "exploit"?
I think you mean making an agreement with someone on an enemy server to kill each other in turns?? This is not an exploit but it is matchfixing and that isn’t allowed either.
See this text (rule number 22 all the way at the bottom): https://www.guildwars2.com/en/legal/guild-wars-2-rules-of-conduct/

Match manipulation is defined as any action taken to fix or manipulate the outcome of a match or alter or manipulate the rankings or ratings of the ladder.
Is it really considered match fixing? I don’t see how it alters the outcome of a match if someone uses the tokens to buy an Ascended amulet and goes back to PvE.

The rule is this:
’While participating in Plaver-vs-Player (PvP) gameplay, you will not participate in any form of match manipulation. Match manipulation is defined as any action taken to fix or manipulate the outcome of a match or alter or manipulate the rankings or ratings of the ladder. This also includes disrupting other people’s game experience by not actively participating in matches in good faith, a.k.a leeching.
The point is in the world experience wich is a rating system and also would give you more.
Keep in mind when it comes to rules it’s not important what you personally find ok or not, but you have to read them as they are.

Is it considered an exploit to take turns farming each other in the EB JP Waypoints for tokens?
It’s against the rules. It’s like two cricket (or any other sport) teams agreeing to who wins what match beforehand.
Regardless of whether you personally think it makes no difference, the people who wrote and run the game don’t want you to play the game they spent time and money on in this way.

I can’t see how this is legitimate gameplay in any sense of the word. Please see the quoted rules above.
