I’m sorry to hear that. I’ve posted an update today for older tickets. Perhaps yours was in the sticky thread for tickets 5+ days old? If so, it may have been answered in today’s update (another sticky thread above).
In answer to the OP, you should get a response a few minutes after you create a ticket just confirming that the ticket is in the queue. Then, matters are usually resolved in a few days. There is a thread you can post in for another review, if the ticket happens to go to 5 days, but the number of tickets doing that is dropping dramatically as we bring on more agents.

Resolved in a few days? You have got to be joking. Am I correct then to assume Anet is going to continue to lock accounts arbitrarily and make the owners wait 3-5 days before you unlock them? If that is the case can you please provide a link to request a refund of this game. I’m not kidding, should I open a ticket asking for a refund or do you have a link?
If somebody paid $60+ dollars for a game, they should immediately be able to play it. Randomly getting your account locked for absolutely no reason should be resolved immediately, because that’s ridiculous.

I’d like to know how they can drop dramatically when ANet has already stated that they have a very small support team.
One statement not too long ago was that they had brought another 24 reps or so to the team, effectively doubling it.
