Mailing system issues
It means his account is too new to send money. It’s to prevent gold sellers from being able to send money. He’ll just have to keep playing to be able to send it back. It doesn’t mean he’ll never be able to, just he’s on a temporary limit.
Is your friend on a new account? Your friend would have to wait out the player restrictions just as all players must. Lucky for all of us, no one gets special treatment. In a short time the restrictions will be lifted.

I’m not going to wait for an unspecified period of time for the gold back. Hopefully a GM will respond and fix this for us. There is no trade feature and the mail system is severely limited.
Isn’t this an MMO? I’m asking for my money BACK too so there is record of me sending it VERY RECENTLY.
How long is this “short time” restriction? Any estimate?
No one knows for sure. A few weeks? I think the limit may have something to do with how much a character (or account) has earned overall.
No one but CS could ‘help’ with this, and hopefully they would not change the policy for certain individuals, as that would not be fair to all…don’t you agree?
Your “GM” doesn’t reply to forum posts to fix issues. Support handles questions through the ticket system, but I will tell you this. Don’t even bother wasting their time. This system is in place for a reason and you will have to learn a little thing called patience. You chose to send the money to a new account. This is what happens. The mail system is only limited to new accounts. I have no issues with it, and I’ve been playing since release.
The policy is ludicrous as it only affects new accounts, who have less ability to gold farm than older accounts do. The policy does not affect MY account, so already it is unfair.
This policy does not stop the gold farming. And it does not stop a hacker or steals an account and mails away all of the money/items, UNLESS it is a new account (which means it would be less valuable most likely).
But it does affect all those new account Gold-sellers buy to distribute their ill-gotten gains. Thus, the policy is in effect, and you only need wait a short time. We all want to help do what is best for the health of the game, no?

There are several different reasons why a new account may want to send gold to another account. In-game services (dungeon running, fractal running, WvW help are examples) is one. Gutting the entire trade system to stop the small % of accts that we consider to be gold-farmers? that’s a great way to treat the rest of the community!
So far the ticket has gotten me the wrong response so this is where I go next. I have dealt with an issue in the past and I was only successful once I brought attention to the forum. I do not wish to be treated like a child (the mailing system, not either of you who are responding to my post) because of a few gold farmers back in the beginning and during launch.
The ironic part is my friend has spent more USD on this game than I have through gems and character transfer. And they treat his account with added restrictions.
The restrictions are game wide, and no support agent can remove them. It’s like asking a support agent to remove a boss in a dungeon. They can’t do it. It’s a time base restriction. EVERYONE who is new has it. As much as Anet loves people who spend money on gems, they don’t treat anyone who has spent money on gems differently then those who have not. Everyone is equal in their eyes since everyone bought the game.

All anyone here can do is tell you how the system works. If you want to be “an exception”, work that out with Customer Support.

They literally cannot change it. Even devs with a new account cannot send gold in quantity (as I have been told by one, directly). It’s built into the game.

The inconvenience you are experiencing is miniscule when compared to the “inconvenience” that letting RMT run wild would create. Yes, we must ask you to be patient, and no, we will not transfer money for you, no matter what you feel is a justification.
Trust me — the system is well designed and designed with a purpose. I’m sorry that you’re having to wait, but waiting is unavoidable.
