Our guild leader in our guild has stopped playing and has been gone since last August. Is there no way to have you guys promote me to guild leader of our guild? Or do we need to somehow track down the other leader and make him sign on to do it?

You have to track down the leader. The game has no tools yet to promote someone if the leader goes missing.
