So I will be moving overseas to Taiwan soon, and I am currently located in NA.
Will I be able to play my account overseas? Also will the server I am currently on be optimal to play on from there?

Once an account is registered it can be played from anywhere in the world. You are eligible to change servers, if you desire, once per 7 days. There will be a cost in gems, as outlined in this wiki thread: http://wiki.guildwars2.com/wiki/Server#Transferring

You should be okay, you may have some slightly higher latencies.. i’m playing from NZ on an NA server and there has been no noticeable delay to me at all.

Once you register your account, you can play from anywhere, regardless of the region.
My SO plays on an NA server from South Africa (approximately 10,000 miles away) without problems. =)

I assume you have already created and registered your account as you are posting here in the forums. =)
It is the page/place you register your serial key and create your account.
