To give the likely answer you will get from Gaile: You have to file a support ticket at support.guildwars2.com (ask a question). Support personal is active 24/7 and you normally get an answer within several hours. If you disagree with the answer and want the support liason (Gaile) to look into it you can post the 12-digit ticketnumber here. This will not speed up the procest of the initial answer from support.

I just spent gems to do a transfer from blackgate to ET, but I screwed up and ended up in northern shiverspeak……I need a refund or something to move to ET…

Last I heard, we couldn’t give refunds or move players when the player makes an error of this kind. You certainly can submit a ticket, but I’m not sure that it will be fruitful.

Pretty much at this point you have 4 options. Ask for support to move you (highly unlikely, they don’t normally do this), guest on that server while earning gold to buy enough gems for a transfer, pay for a transfer with real money or delete all your characters and then transfer for free. If you do this, be sure to place all your non soulbound items and money in the bank before deletion.
Forgot to add, there is a 7 day cooldowns between transfers.
