Greetings.
I have already sent a couple of emails regarding my issue and I got back two negative answers. I finally managed to find the courage to write this topic in the official forum, in the hopes that I will receive a positive response (and unfortunately many troll ones, but oh well). EDIT – Ticket number is 131007-000247.
Yesterday night, my sister accessed my computer, logged into the game via the autologin/autorun feature and deleted one of my characters (Crivena, Thief, level 20). The specific character was my mule and I had many important items on it. I will list those that remember: 5 fractal skins, stacks of mithril ore and elder wood log, various superior sigils and runes, t5 materials, black lion salvage kits and some one-use items acquired by various yearly world events (Zephyr Sanctum, Christmas etc). As you can see, I didn’t suffer a small loss.
I tried to explain the issue to the Game Masters. The deletion of the aforementioned character happened without my approval nor my knowledge nor my consent as the account’s owner. I do not share my computer with anyone and I never gave away my account information to anyone, nor did I give my consent to anyone to use my account at any time.
I know that the deletion happened in my computer, using my IP and my account details. I also know that [sic]the design of the game provides ample warning to prevent accidental character deletion by requiring the player to type out the full name of the character a second time, and to confirm that the deletion is truly desired. What I want to underline is that the deletion happened by a third party (my sister), not by me. I know this isn’t hacking obviously, but it happened against my wishes and without my knowledge. EDIT – I can also provide my sister’s signed statement or any other legal document with her admitting that she was the one who erased my character.
I understand that I deserve what I got and I deserve to be trolled. I also comprehend that it’s a bit difficult for Arenanet to go against their policy for me, because then they would have to do it for everyone else. All I’m asking is for some understanding and sort of a favour. I have almost 2.400 hours played, gained 11.2k achievement points, I have been playing GW2 only for the past 1 year. The items I lost have a lot of sentimental value for me: some of them were gifts from friends I met ingame, others were gained after hours of effort. If I don’t get them back, I will probably quit the game. This is not a threat; just a realisation of how much effort and time I’ve lost. So please, I know that an item restoration or an account rollback isn’t something difficult technically, it happens everyday in most respected MMOs. All I’m asking is for a chance from someone to review my issue with a more positive approach.

While I doubt you have a chance to get the items back, you should at least update your post with the ticket number for Gaile to look it up.
Interesting enough if a family member took your car without permission, and then crashed it, you could at least do something to get some form of compensation. Buuuuuut before the moderators now remove my post, here’s the point: On the Internet, your IP address and computer represents you. Sadly there are situations where that can get you into trouble by the law, especially if somebody places incriminating evidence. Reality is that your computer does not always mean you. But proof needs to be established. And there’s your problem.
Be kinda nice if Anet at least played nice and did some kind of account recovery anyways. It’s only once. But Policy steps in and says no, and I sometimes wonder if policy is just a big meanie that doesn’t understand human compassion.

Everyone deserves a second chance and by this oddly long post (: you can judge that it’s not about an unimportant matter.
I’m sure everyone has their own problems and valutation standards but this one can actually be fixed.
Its not like any GM will get lower pay because of a mistake he might have made, why not?! Because it’s nonsense.

Anet will not restore your character. Account restorations are reserved for people with hacked accounts, and there’s a strict guideline as to whom would qualify. By the admission that your own family member did this, from your own computer, automatically excludes you from this service.
How do I know this? When Anet looks into the game logs, (I assume) they will see that there was no outside 3rd party accessing your account. So if there was a breach of someone’s PC from inside the same home, there’s no way to tell if you or someone else made the mistake, and are just trying to claim a restoration for said mistake.
As for a signed letter. It doesn’t matter if your sister signs a letter admitting guilt, as that isn’t proof of anything. If Anet would allow that, that means anyone would be able to simply write a letter, have it signed in another name, and get an account restoration. There’s no way for them to tell if the letter is legitimate, or if the person signing even exists (i.e. My letter is signed by Baron von Scrufflebutt, for real!)
I would suggest that you never store your login information on a computer that can be access by other friends or family members. Sorry for your loss.

This right here sums it up. Support has stated several times that the “evil little brother” excuse is not accepted, so there is almost no chance they will accept the “evil little sister” excuse as well. I am sorry for your loss, but the security of your own computer is your responsibility.
Moral of this story: WIN KEY + L is your friend…. use it.

Ultimately, you are responsible for the security of your account. In this case, you left your account open and accessible by others. We do not restore account in these situations but only for true compromise or “hack” incidents involving unknown third parties. You’re expected to show a reasonable amount of protective security, and because establishing the legitimacy of “known ‘hacker’ incidents” is nearly impossible, we have to take a firm stance against such situations.
You are not being singled out. The same policy applies to friends, roommates, family members, etc. It is not exclusive to people within your household but could involve a friend, guild member, etc.
The point is, we have to ensure that each restoration is appropriate and that the need is fully legitimate.
