Purchased 2 Identical ascended rings.
You can transmute one of them so you can use that one too.
As for a refund, you will have to try your luck with support.

Read this for some information on how to infuse a ring so you can wear both. It might require using the Mystic Forge.

And
http://www.reddit.com/r/Guildwars2/comments/1aya9a/ascended_ring_question/
Example: "The recipe is: Infused ring = 1 Shard of Crystallized Mists Essence + 3 Glob of Coagulated Mists Essence + 5 Vial of Condensed Mists Essence + Non infused ring
Turns an ascended ring (e.g. “Yakkington’s Ring”) into a pre-infused ring called “Yakkington’s Ring (Infused)”. Technically the two are different items so you can equip both.
You will be short of some agony resist though, so it’s better to have different rings".

So, if I take that ring and transmute it onto a previous ring. Taking the stats from this new ring and taking the name of the old one that should work?
I will give it a shot, don’t have any transmutation stones so I will need to get some.
I just tried, and it doesn’t look like I can transmute rings

You can’t tranmute them with a Transmutation stone; you need to follow the recipe for transmuting them in the Mystic Forge, as the link provided previously shows. Good luck. =)
Unfortunately, this is not something that Support will be able to assist with. Ascended items purchased from the vendor are marked as unique, meaning that you can only equip one of them. Support will not be able to exchange the item for a different one or refund the purchase.
