No. You just have to wait until it isn’t full, anymore. Or, the server population caps are raised, again. Good luck.
The status of a ’full’server is mostly depending on the amount off online accounts. Often there are so many people activly playing that the system deicdes to close the gate to prevent flood. There often is a window of opportunity where you can get through. This is when nobody else is playing. Your best bet is to try in the middle off the night.

If it’s an option – being on and transferring right after a patch (which forces everyone OFF) can make things easier. Next one is this Tuesday, the 18th (as in Pacific Time Zone) – IIRC it’s usually around 8-10 am (PST).

Can you please link to your source AND explain why many times it has been reported by players that they could enter on odd times??
I’m not saying your wrong, but my personal experience and that of many reports I have seen are not inline with what you are saying.

This was a reaction to false information that the cap was decided by people who choose a certain server as the first one they every chosen (registered the account on it). It doesn’t say that account that haven’t been in use for a while are counted for the cap.
The full mechanic is unclear, but as said, many people have reported (and I have seen it several times as well) that at odd times, the status full changes to highly populated. The window can be very small though.
The tip bout doingit directly after update is a good one, but given the situation that many people are likely going to try out the new content asap it likely is a small window, if your internetconnection is slow, its likely to be closed by the time you get through the update proces, but it is worth the try.

I believe the actual Dev response was that it is a combination of the two, Accounts associated with the server and active players at that time. It was long ago, and unfortunately, with the Search function broken, difficult to find again.
This is why the population cap is raised periodically.

If he can provide a link to a dev post and not a person saying that a dev said that, then I’m all for saying he’s right. There’s just been too much speculation on the issue and too many people saying that their view is right.

To me if wasn’t related to number of people who chose the server, the Dev would have said something along the lines of FULL being related to people online. Not people who have chosen that world as their home world.

That sentence to me reads: When a server says it is FULL, it means the max number of accounts that are allowed to have that server as their home server has reached the cap.
Pretty clear to me that that response gave what the FULL status meant. The post was ages ago and things may have changed. It would be beneficial if a Dev could give an updated, clear, and explicit answer to what FULL means. And then update that tidbit somewhere and not have it only be on the forums where it gets buried.
And that it was an attempt to maintain WvW population balances (failed, obviously).

The Dev only said that it isn’t true that it was the case, but it was depending on the amount of people that choose that server as their own at start or moved there later. To me, since he didn’t mention online being a factor, that it isn’t. But I can see how some people see it as a “He didn’t say it wasn’t a factor so it could still be a factor, since it wasn’t related to topic being discussed.” and that that isn’t an illogical conclusion to come to.
Which is why I think a Dev should come in and give a clear and explicit answer on what FULL means.
Because obviously the only Dev post that we’ve found isn’t clear enough if the two of us read it differently.

He should pop on from time to time, especially during the off-peak times of whatever server he wants to transfer to, to see if there’s a spot open. Never said that the advice was bad or that those who said that the anecdotes about the server population you mention were false.
