A friend of mine is colour-blind, he can’t see red. The red circles are bane of his existence.
Molten Facility, Ascalonian Catacombs, Guild Rush – all of these without ability to see red circles turn into terrible pain.
I asked him why he didn’t use any 3rd side party software that changes system colour scheme and he said that he was afraid of ban.
knowing arenanet’s policys they are going to reply that it is agenst the terms of service to use 3rd party programs. (they have to do this for legal reasons) and that they cant give support to accounts that have used 3rd party programs

With that said, we are aware that some utilities help players without impacting others, that is, they do not give anyone an advantage over someone else.
that aside they are very good in not doing anything agenst these kinds of programs like texmod (same thing in gw1)

The best way for a player to [determine] whether a specific third-party program could have any impact on another player or a PvP opponent is to ask:
“Does this program allow someone to play faster, better, longer, or more accurately than someone who doesn’t use it?”
“Does this program allow someone to ‘play’ when he/she is not at the computer?”
“Does this program allow the user to gain undeserved rewards?”
Right now your friend is at a disadvantage, and it seems such a third party programme would merely allow him to be on par with other players. In line with the first quote, it should help him without giving him an advantage over others.

Yes, he still has big problems. Also, some traps still use the old edge.

The first is that Arenanet doesnt has the capacity to test every piece of third party software themself. So they don’t have time to investigate them or to tell you if something is ok or not.
The second problem is that any program that alters something ingame can be marked by the system as potential harmfull. Botting is a serious issue and arenanet has detection software for bad third party programs in place. When using third party programs you have the risk of being detected. After then a GM checks the evidence. If he thinks it is harmfull he will suspend. Though this is not happening very often you should be aware of the risk.
Following the guidelines, it is however ok to use a program with the soul purpose to make the red circles more visable for colourblind people.
So bottom line is that you do so at your own risk.
If you do so make sure it is a client side tool that either alters the screencolour or like texmod alters the grapics in the client.

That jagged edge you speak of is the “this effect has a combo field associated with it” edge, I think.
If it doesn’t activate a combo field, pretty sure it’s the same old flat circle.
