The cases I’ve read where people selected the wrong server, they still had to wait 7 days.
If you feel you selected one server but got another you will need to contact support at https://help.guildwars2.com/anonymous_requests/new and see if they can help you.

After every transfer there is a 7-day cool-down. Unfortunately, there is no other way. Even if you had transferred to Blackgate, there would be a cool-down period for playing WvW, as well.
‘As a part of these changes, we will also implement new restrictions to WvW access after transferring worlds. These restrictions will go into effect on March 28. After that date, anyone who transfers worlds will be able to play only in the Edge of the Mists WvW map for the duration of their current and subsequent matchup. If you transfer worlds on a Tuesday, you won’t be able to enter the Borderlands or Eternal Battleground maps until the Friday of the following week. You will still be able to play in Edge of the Mists and progress the tournament meta achievement, but you will not be able to contribute to the score of your WvW matchup. These changes are meant to encourage everyone to choose a home world and play on that world for the duration of the tournament.’

It sounds like the following happened:
Him and his friends had chosen Jade Quarry as their server at Time Point A.
At later Time Point B , OP chose that server to transfer to.
And at a later Time Point C, his friends changed their mind and chose Blackgate to transfer to.
Sounds like it’s a case of miscommunication between players and not ANet’s fault.
So chances are ANet won’t do anything, bit I’m not ANet so I can’t be positive. Your best bet is to go to your friends who changed their minds after you had transfered and go: alright, cough up some coins. You’re likely to need ~1800 gems to transfer to Blackgate if it isn’t full when you’re free to transfer again.
Yeah, it’s not ANet’s fault. Miscommunication between my friends and I. I guess I need to decide if I want to just not play for 7 days so I can transfer to Blackgate or end up coughing up some money in 7 days. IDK… Back to PoE until I can decide.
