You can upgrade through the trading post in game.
There you can buy it with gems.

If you buy a Collector’s Edition, which you can not do in-game, you will have two accounts. It is possible to upgrade your current account, using the key from the CE in account registration. The CE account will supercede your current account, but you will retain all progress, and receive the digital items. You can’t upgrade to CE in-game.

Even though this information talks about upgrading from trial to paid account, the same process (the second one mentioned) is used to upgrade to a CE.

The “Digital Deluxe Upgrade” is indeed available in game – that upgrade has everything the CE does in-game. It just lacks any physical items.
Yes, but the poster said they wanted to buy a CE, so I was addressing that. If they want a DDE, then, certainly, they can upgrade within the game. =)
