No i did not. I purchased the upgrade before i had reinstalled the game.

Well here’s the thing. I’ve already PAID for my upgrade. I even have the activation key in my email and i can’t find a way to just put that in in-game and there’s no way I’m paying for it again.

These are items you get in the email you are talking about? If so, the email only holds 10 messages and then it’s full. Try deleting old emails and see if the items show up.

No, I purchased the collectors edition of GW2 from the web site. Not the in game store. I got an e-mail with the game Key and tried to link it to my account. When i log into the game it’s not there.

Double check you bought the upgrade? not an account, because it sounds like you bought a full account since you got an activation key.
— edit — just double checked and it looks like the only way to buy the upgrade is actually in game from the Black lion TC. Not from the gw2 website, both thos options are full account purchases.

You have to contact support via the website, not in game.
Top of the page under services, support.

I found it. Good grief the entire Support section is really unintuitive. I had to google how to send in a help ticket.

The link I posted earlier takes you to Support. Once there, Top of Page – Submit a Request. Be aware, CS is currently somewhat overwhelmed, and may take longer than usual to assist you. Good luck.
In future, you can find helpful information in the Stickies at the top of the page, should you so desire. =)
