Guild Wars 2

So I have reported a certain youtube user over a month ago who is has been posting videos on how to exploit and jump into towers in WvW. I have run into players who were using these exploits and said they found out how to do it by using his video tutorials. I was under the impression that it was against the rules to use or spread information about exploits? Why has a player, who I have personally reported last year, not been banned yet? He continues to make videos, continues to exploit himself and continues to break the rules. Am I misunderstanding here? Do you take the economy more seriously than PvP and not ban people for exploiting PvP? Is it OK to use exploits in WvW? Is there any reason for me to be reporting these people at all?

I’ve sent in similar reports before, anet always classes pretty much everything as a ‘bug’ even though it blatantly isn’t.
