Can I use a different app with Guild Wars 2?
Any app which supports the TOTP/OATH standard (IETF RFC 6238) can be used with the Guild Wars 2 two-factor authentication scheme. Please consult the provider of your app to determine if it meets this standard.

Step 3: Launch your authenticator app, then scan the bar code on the screen.
This part here. It requires a device that can scan the bar code. Right now I have, besides my computer, an iPad and an regular vanilla cellphone. Nothing that can scan.

Bluestacks makes your PC able to run apps for smartphones, etc.
All that is needed for the Microsoft e-mail account 2-step verification is a phone number and an alternate e-mail address. You do not need an app or a smart phone.
The barcode is for smart phone app, which is optional.
