Not A-Net’s fault. Most likely your internet service provider(ISP) dynamically allocates IP addresses to its customers, so every time you reconneect to internet you have your IP changed. You can contact your ISP’s support to check if they provide static IPs for clients, but they may ask you for an additional fee (for no real benefit for you, except for not getting authorization emails from Anet).

No he is not. Anet knows that too. So you accept a range of IPs rather than one IP only. I know it works because I receive a different IP every day. I’m only asked to verify again, if my provider uses an IP whose range is not known to Anet yet.
