Guild Wars 2

There are currently 2 Evon Gnashblade in Lion’s Arch. Not sure if they’re different people, maybe one is an imposter, that’d be interesting.. or it’s just a mistake ANet made.
First one is near the northern entrance to the city.
Other one is in Fort Marriner.

You went through a time warp as you move around the city. In the one, he hasn’t been promoted to Captain yet.

They have different conversations, so my guess is that they are both intended. We know that they both technically exist at the same time, but that is to simulate the fact that your character can run into him in both places.

I’m pretty sure they’re not both intended; they just haven’t bothered to take out the one without the “newer” dialogue with Magnus.
