I have a problem with both the Living Story and Monthly acheivments. I cannot complete the monthly, because every time I craft 10 items of the necessary quality it resets the required number by 10. For example, it says I need 10 items for the acheivement. I craft the 10 items, and it gives me credit for them but resets the required number to 20. Likewise, when I craft the stated 20. I am having the same issue with the living Story.

Double check that you completed the first tier. There appears to be multiple tiers for each set of 10 or 20 items. I noticed this myself and thought it was bugged also, until I checked to see that there were multiple tiers involved.

So apparently there are a certain number for each tier to be completed.

You have to craft 40 masterwork items for the monthly. The monthly is tiered so that you can earn more experience and feel like you are progressing. When you hover your mouse over the achievement in the hero panel you can see how many tiers their are. It typically will say 1 of 4 or 2 of 4, etc. Also, if you click the check box to track the achievement in the UI and hover your mouse over the achievement in the UI, the game will tell you how many you have to do in total to complete the achievement.
