Did you possibly left the instance too fast?
Solid Ocean is kinda special since it takes like 20 seconds (after the chest spawns) that the fractal counts as completed (e.g. for daily fractals, possibly for the achievement too), even though there are some things (possibly including the stabilizer achievement, can’t remember) that are granted upon chest spawn.
So you think that the completion event might fire in multiple stages, one notably later than the other? Worth experimenting with, if I can get a team of people together again I’ll try running it again in a day or two and see if it registers if I wait 30 seconds.
Still an issue though if the completion event doesn’t fire all in one go.
You can try it by completing 2 random fractals before (so that Solid Ocean will be your 3rd daily, ergo triggering your daily fractal reward. This happens at the second “event fireing”, so you have an indication when you should get the achievement)
Well I wasn’t doing this for the daily reward, and I did still get the Solid Ocean completion achievement from this, so if the achievements are delivered in two or more waves this gets even weirder. I’ll add that to the experiment though; i’ll do it 1st and 3rd in sequence if it doesn’t trigger the first time.

Different things trigger different achievements.
For a variety of reasons (that no longer matter, but did at one time), the Maw fractal delays delivering bonus rewards for 20-30 seconds — just enough time for people to think that it’s okay to manually exit (using the ‘door’ icon in the bottom right or via [f12]). There are several ‘events’ that ANet might have used to trigger achievements:
- Surviving the final all-map attack of the maw.
- The death of the maw.
- Claiming the ground chest.
- The fractal completing, which triggers:
- Experience, karma gain + bouncy/bonus chest (if applicable).
- Opening the bouncy chest.
So you can see, that programmer 1 might have chosen to trigger Achievement A off of one event, while programmer 2 might have chosen ‘B’ off another.
