Guild Wars 2

In the quest Protest Too Much I am supposed to speak to agent Batanga outside Garrenhoff. When I go to the location indicated by the little start thing, it glows as I approach but Agent Batanga isn’t there. There’s nothing above or below the location, and I suspect the game is bugged. Is there a way to restart the quest or otherwise resolve the situation? Thanks.

You are in the wrong spot in that screen shot at least from the screen shot go up that ramp and take a hard left there should be some buildings and the story starter should be around there

A white ring appears around the green star on the minimap as I approach. Makes sense that Batanga isn’t in the real worls. In that case, when I enter the area, no prompt to enter the story map appears, as the screenshot shows.
