Apparently… this isn’t a bug…
I’ve heard that Anet does that so you can’t sell items too fast. Apparently they want it to take 10 minutes to sell an inventory.

It’s a leftover fix for bots selling on the trading post. Kind of a quick band-aid that was applied over a year ago, because they were overloading the trading post. Problem is, the person that did it, isn’t there anymore.
another topic on forum says otherwise and that a dev claimed (by other players) it was indeed a bug and they were looking into it, this was only a couple of pages in. less than 2 weeks ago.

Yes they are considering it a bug now, but it is left over from a quick fix for bots flooding the trading post, and that was stated like a year ago
