they do work as intended

I disagree. Soldiers Runes are broken with Shake it Off and Shrug it Off. They are both shouts and should activate a 2nd condition removal in addition to what the skill does. It use to do this and was broken a few months back on one of the patches and hasn’t been fixed. It will still remove a condition on other shouts but isn’t working as intended.
No they don’t display in the tool tip either for some reason as they should.
