I see a lot of people still have this problem. There is a fix, but it won’t fix the fact that if you have Guild Workshop unlocked, you will still only have one upgrade slot due to the bug.
If your building upgrade is stuck, go and edit your build queue. Switch upgrades 2 and 3 around and click accept. It should allow you to start building again. I’ve personally confirmed that any upgrades coming after the initial patch yesterday will proceed normally once they hit 100% and so on. I hope this helps!

I tried that and it even completed an upgrade several days ahead of time, even so what a silly bug.
this costed my guild a week of time because our politics level 5 got stuck and it was like 1 or less day away from finishing
Im hoping anet can give us the politics level 5 upgrade instead of having to waste a whole week
