Arena dont care about SpeedHackers
and also Arena protect speed hackers. They protect there account names…
Send an email to exploit@arena.net or support@arena.net with names, times, dates, world, and, if you have them, screenshots.
Don’t expect immediate action — in some cases, ANet wants to watch the behavior for a while to better prevent or detect hacks. In other, they don’t want the hacker to know when/why they were blocked.

He is using a speed/teleport hack. I (and many others) have reported him 2 weeks ago when we were playing against vizunah. I proved it with screens, which showed him dead between bay and garrison and 50 seconds later he was standing again on the same position (he wasn’t rezzed). Vizunahs spawnpoint was in the lower right corner and they had no other waypoints on this map. And it’s impossible in 50sec to reach this place. In addition he is teleporting around during fights and speeced fully glasscanon (because its hard to hit him while he is teleporting around) My post was deleted and this guys ist still playing, which shows how much arenet cares about hacks.

They care about hacks. Enough to ban my friend / guildie as a bot with no proof. (Never any information about where an accusation may have come from.) She DOES farm a lot, and is online a lot. (Stay-at-home Mom with kids out of the nest.) And she doesn’t communicate much because she is colorblind and has difficulty reading the chat.
So naturally she’s a bot.
It took her daughter a day an a half to get her reinstated.

That “lag” you see,is a strafewalk speedhack,the OP is right..this player is hacking.But still should have reported this directly to anet.
