For some reason I cannot get the discovery Panel at an artificer crafting station to see a recently created Celestial Orichalcum Infused Insignia, this is on a level 80 human Elementalist with 431 in artificing, And I checked there are no current exotic staff recipes in my list.

And apparently the same thing is true of Weaponsmithing and my Warrior

Celestial items can not be discovered. You must unlock them with recipe sheets. Currently the only way to get those recipe sheets is from the trading post. At some point in the future the zephyr sanctum will be returning and the ability to obtain more recipe sheets might return with it.

Also if it is using orichalcum it would be an inscription not an insignia. Insignias are used for armors.

You could go for ascended celestial gear instead. The recipes for those you can just buy from the master crafter or laurel vendor. You still need the exotic inscription to make the ascended inscription so it’s not going to waste.
