Must have had a good holiday in the sun. It’s Winter now so I’m sure they’ll be blue again in no time 
This was in the Plains of Ashford near Vault WP. I’m sure I’ve seen it happen in other parts too.

Ascalon Ghosts Looking a Lot Healthier!
I’ve seen stealth futz with similar effects directly applied to my character. Perhaps some update did some similar futzing to the ascalonian…Uh, zombies?
Anet, please fix Search.
Better yet, fix the ghosts.
