Asura Light T3 has bugged shoulders.
For the male; shoulders will show automaticly when you equip the chestpiece. The Dye options for shoulder does not affect the shoulders appearance, unless you remove the chestpiece.

I believe that set is kind of like the Whispers light armor set in that the shoulders aren’t visible; what looks like the shoulders is actually just part of the chest piece. That’s why the dyes don’t look like the dyes you used for the shoulders. The CoF light legs and chest have a similar effect (the chest covers the legs).

I know what you mean but i highly doubt that because the femle T3 do not have this problem, if you look at zojja for example, she isn’t wearing any shoulders.
if there’s a dye option, it rly should apply.

The female version is slightly different from the male version. You can see that on the gallery here, under Cultural. http://gw2armorgallery.com/asura-light.htm

In both cases, though, the shoulders are simply covered up by the chest (like with the Whispers light armor). The dye channels are there but useless if wearing them with the cultural chest.
