I bought twelve pieces of cultural armor, six for the character I was using, and six to be transmuted onto one of my other characters. Only the six my current character could wear were counted towards the Asuran Specialty Armor achievement. I expect to either have this achievement reflect all 12 purchased armor pieces, or get a refund on the cost of the 6 pieces that were not counted.
You need six pieces of each Tier of Cultural Armor per Race for completion of the Achievement. If you purchased 2 pieces of, say, Tier 1 Chest pieces in Heavy and Medium, only one would count towards the Achievement. You need 6 different Tier 1 pieces (Headgear, Shoulders, Chest, Gloves, Legs and Footgear), 6 different Tier 2 pieces and 6 different Tier 3 pieces for the complete Asura Cultural Armor Achievement.
If I understand the requirements correctly, you have to buy on chars that can wear the armor. If you buy it on a char that can’t, it doesn’t count.
It doesn’t say that you need to buy on a char that can wear it. I did the same thing as OP. Since I was buying for the achievement and skins for the wardrobe I wasn’t particular about which char bought them. Wiki just says you have to soulbind it. Since the armor you buy on a char that can’t wear it does soulbind to that char, I didn’t catch it wasn’t advancing the counter for several pieces.

The Emperor’s New Wardrobe 50
Soulbind 90 unique pieces of cultural armor.
You can try contacting support OP, but since your achievement isn’t impossible now, just more expensive, and since those armors are still wearable by using the wardrobe, you probably won’t get a refund.

I didn’t have that issue when I was doing the human one. I bought most of it on the characters who could wear it, but the last four or five pieces on my warrior (and it included medium pieces, not heavy).

Idk. Like the OP, I bought several pieces on the ‘“wrong” char and it didn’t advanced the counter. Perhaps it was/is bugged.

Could be. But the most common issue ends up being that the person just bought 12 pieces from the same tier, which would obviously only unlock six pieces for the achievement. Either way, the description for that achievement needs to be redone so that it keeps people from wasting gold.

Oh, that’s lame. I mean, if that’s the condition they want, then fne, but they need to make that clear in the description. It just says to get 18 total pieces, it makes absolutely no mention of what tier they need to be.

And if that’s the problem then it needs fixing. It’s a requirement that made sense back at launch, when the only way you could apply a cultural heavy armor skin to a level 80 exotic armor was to transmute them together on a single character, but now I can buy heavy armor on my Thief, unlock the skins, then discard the armor itself and use a transmutation charge to apply it to my Guardian. There’s no reason why you shouldn’t be able to buy all 54 armors on a single character for convenience.
For the record, in this case I bought 6 T1 Medium and 6 T1 Heavy, so either possibility could be the problem.
It’s not the case where you must buy it on the character that can use it. It is only a Tier issue. Six unique pieces of armor from each Tier.
