I’m not sure if this is a bug, but I’ve seen threads about receiving duplicate outfits from black lion chests and thought I’d ask about this…

I have 2 accounts; one that has the HoT expansion and one that does not.

I received a grasping phantom glider from a black lion chest on the account that does not have HoT. It’s a very cool skin and I’d love to have it, but have no plans to buy the HoT expansion for the second account.

is this the same issue or is it viewed differently?

untill you get a second skin of the same glider you wont get a key refund mate.

Not a bug, nor the same issue.

I think a dev had responded on players getting the living story season 3 episodes for free, but not being able to do the content because you need to own HoT. It’s pretty much the same for gliders: you have it unlocked now and can gain access to it when/if you buy HoT.

So it’s not really a bug. You could still try to contact customer support and explain the situation and ask if you can get a key refund.

So, if I got the same Glider twice from the chests, I can ask for refund?

Yup, if you got several times the same item from the BLC chests you can ask for a refund. Usually the refund would be another key I believe.
