[BUG][Chrono - Danger Time - not working]
The trait probably just gives you 30% extra chance to get critical hits against slowed enemies, instead of actually increasing the critical chance stat that is shown in the hero panel.
Otherwise if there was one slowed enemy, you would have 100% critical chance against every other enemy too, even if they weren’t slowed.

From wiki and what information in game:
Gain additional critical-hit chance against slowed enemies.
Skills and actions are slower.
Slow: Skills and actions are slower.
Critical Chance Critical Chance Increase: 30%
First of all you have to give up either Illusionary Reversion or Improved Alacrity from Major master AND you have to actually have slow on target for this trait to actually give you any benefit which is not that easy to get as we have either pick something from chronomancer to help us with it or to use Well of Action (AoE for slow with only 5 targets). I don’t see how this trait would actually work “against every other enemy too, even if they weren’t slowed”.
Description clearly states that Critical Chance increase by 30%, so I would expect it to also work on every target that I hit that have an active condition damage of slow (which in turn is limited by the duration of slow; as every condition it can be removed by condition clearing skills or traits). I don’t understand why you even think a trait like this would work on enemy (or targets) that have not been applied with slow.
This trait have the same structure as IP as you first have to do something (have up at least two illusions) before you shatter. For this trait to work you have first to apply slow (or have other sources which do this) on target before you can make use of increased critical chance hits. It is after all a Major Master in Chronomancer Specialization.
Why wouldn’t Hero Panel show the intermediate increase on target when Fury and other sources show their increase (or decrease)?
If HP can not show this, how can one even know if this trait works as intended?

The hero panel shows only your own stats. Fury affects yourself which is why it shows up in the hero panel. The hero panel does not change no matter what enemy you have targeted, because the hero panel is about YOUR character only. The stats/conditions on enemies don’t affect it in any way.

If the hero panel says that you have a 100% critical hit chance, it would mean that you would get a critical hit on every single attack on every single enemy. Obviously the trait doesn’t work like that and that is why it doesn’t show up in the hero panel.

Just get 70% crit chance and toss slow on someone with Time Warp and see if you get an attack that actually is not a critical hit. Don’t use a phantasm because im not sure if the trait works with them.
Actually, I was feeling nice enough to do it for you.

You can clearly see that I have ~74% critical chance, but Im still critting with every attack because of Danger Time. As soon as the slows stop, I start getting non critical hits.
