Do you have HoT completion too?
You can have more Hero Points than you use. Some players save them up for the next round of Elite Specializations. Therefore, I am uncertain if this is a bug, or not.
I have 100% map completion yet I can still purchase the basic (Tyrian) skill challenges from the notary and they increase my Hero Point count.
