Back Slot
It’s a back brace… what do you want it to show? Its under your armor. The upgrade thing does need fixing though.
The checkbox is basically there for Engineers. Their backpack uses the same slot and it can be toggled. The backbrace you get from the Personal Story can only be upgraded with upgrade items that do not have a level restriction.
That is just how upgrades work here. If an upgrade item has a level requirement it means the item being upgrades must also have an equal or higher level requirement as well.

Not even slightest. Every guild backpack (http://wiki.guildwars2.com/wiki/Guild_Armorer) you can buy can be toggled on and off.
