One of the most annoying bugs in GuildWars2 i`ve ever experienced, it is small but very frustrating.
So i`ve made my bag compact and gave it a shape i`ve was confortable with.
At the next relog/character swap/exit desktop etc. , my bag will always change it`s size however it wants, this does not matter of the bag sizes/numbers/character level, or anything. The stupid part is that even if you leet the bag as it was arranged by the game, on the next relog IT WILL NOT BE THE SAME !!!!
