You’re only level 8. You can’t interact with skill challenges until you’re level 13.
How is that possible when my friend did that quest just before me like 30 mins at lvl 5?

Because many unlocks are account-wide. Once unlocked on the account, the restriction is lifted henceforth.

You are new and he isn’t. He already has a character higher leveled. And therefore unlocked the ability to get skill points.
