I seem to have it if I check under my skills, but I can’t equip it. My guildies have not encountered the same issue..
I have tried relogging and restarting the game client, but the situation remains the same.
Am I missing something? Do I have to complete some specific step to be able to use it or should I be able to equip it off the bat?
Judging by the screenshot, your active trait lines are Domination, Dueling, and Chaos. The shield and wells allowed by the Chronomancer spec require that Chronomancer is one of your active lines to use them.
