It’s the only one in Mount Maelstrom area – western side of the map. No option for [F] – Talk appears. Asked another player there, and they also reported not being able to access the merchant.

I’m really enjoying the game, though!

Same issue with the black lion merchant in Malchor’s Leap.

Maybe you did something that offended them
