I get this sometimes, usually if I wait for a few minutes and try again, it works.
Submitting in-game bug reports will never garner a response. I’m pretty sure that is stated on the submission form.

Cleared the cache and restarted the game but still nothing displays. I’m on my 3rd day of this. It’s the only thing on the toolbar that is not working too. Thanks for the response though!!!
Then, you might consider submitting a Tech Support ticket to CS. Best of luck!

You should have received an automatic response (Thanks for submitting a ticket) right away. Check your spam and junk folders, if you have not. Or the Sticky in Account Issues about not receiving ArenaNet emails. Good luck.
I’m also currently having this problem. I tried clearing the cache, adding the -repair option to the shortcut, running as administrator, and reinstalling adobe flash. I reinstalled the game yesterday and it fixed it. Now today when I logged in, same error returned. Submitted both bug report and ticket.
Edit: Turns out the firewall I was using was blocking the process from running. -.- Everything’s working fine now.

Update. Got the BLTC to work. Here’s what I did to get there.
I did clear the cache and restarted the game and that did not work. I disabled my anti-virus and firewall, still did not work. I tried reinstalling the game and
the installer wouldn’t launch. I uninstalled the game and tried to reinstall and setup would not launch. I ran setup again but this time I right clicked on the file and chose “run as administrator” setup then launched. After the game was installed I started it, clicked on the BLTC icon and all the tabs worked. I exited the game and then restarted it and tried the BLTC again and it didn’t work. I exited the game and then launched it again n but this time I “ran as administrator”. The game launched and I tried BLTC and it worked. I exited out one more time and then ran again as administrator and tried BLTC and it still worked. I’m running Windows 8.1 and am thinking this might be due to a recent Windows update. The work around is good enough for me. Should have tried the administrator thing before I uninstalled the game Thanks for all the advice though, it was much appreciated.
