Unfortunately, there are quite a few circumstances that can affect the performance of the BLTC window. Sometimes, it is necessary for us to have you submit a ticket with all of your system’s specs and firewall info.
However, a lot of issues can be fixed by clearing your cache. I realize that you said you’ve deleted your cache. However, I’d like you to try again following the below steps. To do this, simply exit out of Guild Wars 2 and follow these steps:
1. Click the Windows start button.
2. Search for temp
3. Find any gw2cache folders and delete them.
Relaunch the game.
I hope this fixes it for you, but if it doesn’t, please submit a ticket with the info I mentioned. Again, sorry that you’re having issues.
I have exactly the same issue. Simply Exit to Desktop, then reopen. It fixes it, although you’ll need to do it every time you play, as the bug repeats on every computer startup from what I’ve found. I’ve still not found a permanent solution.
Have you tried to repair the game? It works for some, did not work for me. I have issues with the black lion trader at various locations. The program they have is black listed at a lot of sites as a security risk….not sure why. To repair the game do the following.

If you are having problems running Guild Wars 2, the data archive may have become corrupted. Please follow these steps to verify and repair the archive:
Locate your Gw2.exe file.
Right-click on the file and select Create shortcut.
Rename this new shortcut to Guild Wars 2 Repair.
Right-click on Guild Wars 2 Repair and select Properties.
Locate the Target line and add -repair to the end.
Example: “C:\Games\Guild Wars 2\gw2.exe” -repair
Click OK.
Double-clicking Guild Wars 2 Repair will begin the repair process. The game will launch when it is complete.
Note: Keep in mind that the verification and repair process will run each time you double-click the Guild Wars 2 Repair shortcut. If you would like to play the game immediately without repairing the archive, double-click on Gw2.exe or another shortcut without the -repair command

I have a lot of temp folders for different programs, but couldn’t find the gw2cache folder. I finally unearthed it from the Users/[UserName]/AppData/Local/Temp folder. Do note that “AppData” is a hidden folder.
Okay okay, so I did actually turn up to be more frustrated so I searched in google XD
And actually found a solution that worked for me: I simply use my DEFAULT browser to run in Administrator mode inside it’s properties. And now it works perfectly : )
I hope it works for anyone else with the problem.
Though I do suggest the game developers to drop the use of our exterior browsers to run inside game. Thanks alot for the rest for their help : )
I can’t buy anything from the lion trading post, Its always gray, I put in tickets and they fix it but every now and then it happens again and again. Can someone help, its getting frustrating.
