At the Straits of Destruction Map, the Skill Point Challenge at ‘Pact Rally Point’ is missing. The dynamic event is up however, the NPC itself is missing.

I confirm it – the challenge itself is active, but NPC is missing. I’m playing on the Underworld server.

Challenge is active on Dragonbrand as well… NPC is also missing.

Issue also observed in Darkhaven . . . the dynamic event is up all the time but NPC is missing.
