Blonde haired character thumbnails appear white haired in Selection Screen thumbnails ever since 9/9 (see picture below).
I don’t know about other thumbnails in-game, since I can’t see myself. It seems to be okay in chats with NPCs when they show my thumbnail in the corner of the dialogue box.

It seems that the first time you log in the icons look fairly well*. But if you switch between characters, something is happening to hair textures one the icons so that they appear brighter than normal.
*not to mention the months-lasting bug that still deforms characters’ faces.
