In the Straits of Devastation, just south of Fort Trinity, there’s a quaggan named Oopdoop who asks you to find his friend Blubloop.

Attached is a screenshot showing where Blubloop is (in front of me) and where he’s supposed to go. For the past few days he’s been standing on the western shore line attacking mobs as they come near him, but he’ll never move from the shore. He must be afraid of water.

He’s not bugged, but the requirements for progress aren’t made clear by the event itself.
You have to defeat a Champion Risen Drake Broodmother nearby, or he’ll be too scared to cross the water.
