Southeast of Wraithwalker Woods of Bloodtide Coast. I encountered this waypoint last night on Borlis Pass. There were no enemies in sight when I arrived, yet it is conflicted. There is one or two risen near it (before entering and after leaving) — killing them makes no difference. There are two NPCs that are alive, and chatting.
