Guild Wars 2

Its the 3° time i try to get “Bottle of Oola Energy”. Every time i grab that rare Energy Cristal and enter Oola lab the NPC IA turn-off, then event dont progress, and i dont reach cannons to compleet Achievment.
Im wondering what i must do.

Did you have any problem crafting the balanced sword hilt when finishing the Bolt II? The game would not unlock its recipe for me and when I ask a master weapon smith I forgot how to craft a balanced sword hilt he said a weighted sword blade recipe has been unlocked. Just curious if you had the same situation and how did u get past it please.
