Boss! I'll do BASICALLY NOTHING when I can!
For the toast!
Didn’t have this problem, but I did it on first day stuff came out.
He mostly dropped the sanctuary on me when I was there, I wouldn’t go searching for it if I were you…

Questionably useful NPC abilities aside, the simple fact that the dragon can launch through stability seems rather broken.

Well, you are very stable inside it’s mouth

I did this the first day, apparently the npc’s were supposed to give you some help, never noticed any
Honesty is not insulting, stupidity is.

It is best to avoid that particular attack. Run, dodge, whatever when the orange circle(s) surround you.
I’m not sure it is a bug. The instance is certainly able to be finished even if your character is launched occasionally.
Good luck. =)
The launch upwards isn’t treated as a traditional CC by the game, thus it is not affected by stability.
Yeah, Braham’s stability bubble will not protect you from the Dragon’s bite attack. It WILL protect you from the claw attacks, however.
The Dragon always attacks in the following order:
1. Rock shockwave.
2. Bite.
3. Claw 1.
4. Claw 2.
Therefore, the best time to activate the flame is just after he finishes using his 2 claw attacks, as the rock shockwaves do not cross the areas where you’re supposed to use the Divine Fire. However, if you see the bubble go up, you can go ahead and start activating once the Dragon has used his bite attack.

Yes, one more case of Anet ignoring the core combat mechanics to make a fight “more interesting”. One wonders why do we even have those mechanics, if devs do not seem to like them at all, and continue to think of tricks to go around them.
