In trying to complete this, you need Stein of Ancient Dwarven Ale from Tepp at Tyrant’s Mount in Timberline Falls. However the event that he is part of doesn’t reset and therefore you cannot get the Stein from him, so the achievement cannot be completed.

Just buy it on the trading post (I’m not saying bugged events should not be fixed).
