I have tried around 8 Exotic, level 80 combines over the last few days. On different characters. All level 80 items with all weapons, all armor or a combination. All I have gotten back are level 76 (1@78) common Exotics. They should have all been at least level 80s as average of 80 = 80.

Alas, there’s an exception for exotics that might be L80 in other circumstances. The stated goal was to ensure that the output would have more variety in terms of skins (L75+ has a couple of extras compared to L80s). The practical effect is to reduce the profit from forging exotics.

In addition, the output equipment will be 3-12 levels higher than the average of the levels of the four pieces of input equipment, except for exotic weapons or armor averaging L75 or better, in which case there is a chance of ending up with L75-80 weapons or armor respectively.
