Ever since the effigy patch went live, lots of events are breaking. Quests get stuck at 7/8 waves defeated, Barthol is stuck fighting some centaurs forever, etc. Tarnished Coast.
I am seeing the same thing on Sanctum of Rall. Just running around Kryta tagging effigies there were tons of stuck events, some getting stuck as early as 0/8 waves.
Back to reporting them in game I suppose.
