Guild Wars 2

I can’t seem to finish the quest The Steel Tide. I finished the boss there and the next step is to speak with the NPC Crusader Deborah but I can only greet her. Also, the green quest marker that should be on top of her head is missing. Now I can’t progress any more.. Help please?
